The article is by Allister Heath in the Daily Telegraph. Since it is behind a paywall I have made a video (below) in which I read out the relevant extracts from it.
The comparison between Boris Johnson and Merkel is silly, but I agree with everything about Merkel that the article says. In fact on the topic of Merkel the article is exceptionally good. She has indeed been the single most disastrous European leader I can remember, and she has left both Germany and Europe in a terrible place.

This is just to say thank you to all of you, especially those of you who have expressed feelings of support for me over the last few weeks.
On 22nd September 2021 my father in law, David Brown, who I loved deeply, and who was not just a member of my family, but who was also a dear and very close friend, died suddenly and unexpectedly, of a heart attack.
My wife Catherine, his daughter, was as you can all imagine, deeply upset and affected, as was I, and as were all his family.
We buried David this week in a funeral attended by all his family and by his many friends.
As a result I have been away from London for all of this week.
The last few weeks have been very difficult, but they have been made easier and indeed bearable by your many expressions of support.
Thank you also from Catherine.
