There are (almost) three US Naval bases outside of the Persian Gulf where destroyers can reload their Tomahawks and SM-3 air defense missiles:
1) Diego Garcia 4,000 km or 110 hours from Hormuz. Major capacity.
2) Duqm on Oman's central eastern coast 800 km from Hormuz (by air) and ~1,100 km or 28 hours (at sea). Limited capacity.
3) Djibuiti (2,100 km by air, ~3,000 km or 75 hours at sea) has performed reloading experimentally, and could do so in an emergency. Very limited capacity.

This is what my little online research finds.

The US naval architecture in the Middle East looks poorly thought through now when they cannot safely use their bases in the Persian Gulf. It's a structure made for an age gone by. And the time of travel to the bases is based on Arleigh Burke destroyers cruising at a speed of 20 knots, at which they have a range of 8,000 km. So coming from Diego Garcia, they would need refueling at sea in order to just get back there. A week back and forth best case.
