Zelensky published an open letter to Putin, proposing to end the war through a direct meeting between the two leaders in a neutral country with credible security guarantees.

In the letter, he stated that Ukraine is ready for a full ceasefire during the negotiations, as well as a prisoner exchange under an “all for all” formula. According to Zelensky, the talks should involve the United States and European countries as potential guarantors of any future agreements.

He also stressed that Ukraine would continue to resist if the war is not brought to an end and urged the Russian leadership to make the decision to stop it. As possible venues for the meeting, he named Switzerland, Turkey, and countries of the Arab world.

There is no need to suspend hostilities in order to begin negotiations on Ukraine, Putin said.
