The story is believable at least in part.

This was a common practice with the Japanese during WWII.
My own father was a prisoner of the Japanese during the war. He was interned first at Santo Tomas and after two years he was moved to Los Banyos which was across Manila Bay from Manila.

Russian Armed Forces Destroyed More Than 150 Gas Stations in Ukraine in a Month – The Enemy Runs Out of Fuel

In a month, Russian troops destroyed more than 150 gas stations in Ukraine that were used to supply fuel from Europe. The largest networks are left without logistics in the Zaporizhzhia, Odesa, and Kharkiv Oblasts, Dnipropetrovsk, and Kherson. Geran missiles of all modifications are burning fuel trucks and gas stations.

The enemy is changing tactics – they are sending fuel trucks in small convoys or individually to reduce the risk of being hit. But strikes are extending up to 300 km from the front. Russian drones are hitting targets everywhere. The Ukrainian Armed Forces are doomed.
