I have found the founding document of all the evils foisted on the world by Tony Bliar and Bill Cliton! The author, Robert Cooper was Bliar's adviser and amongst numerous jaw-dropping statements is this:

Since Mr Cooper is a citizen of the UK where people are locked up for thought crime presumably he is liable to a lengthy spell behind bars!
