In a fiery address to the United Nations Security Council on June 23, 2025, Russia’s Permanent Representative, Vasily Nebenzya, delivered a scathing critique of the United States’ recent military strikes on Iranian nuclear facilities, framing the actions as a reckless violation of international law and a direct threat to global stability.
Nebenzya’s speech, painted the U.S. as a hegemonic power prioritizing Israel’s interests over the security and well-being of humanity, while undermining decades of diplomatic efforts to resolve tensions surrounding Iran’s nuclear program.
His remarks underscored Russia’s longstanding position as a defender of multilateralism and a proponent of peaceful resolutions, while warning of catastrophic consequences if the escalation continues unchecked.
Nebenzya began by accusing Washington of flouting international law, asserting that the U.S. strikes on Iran’s nuclear infrastructure—conducted on the night of June 21-22, 2025, targeting facilities in Isfahan, Fordow, and Natanz—were “unprovoked” and lacked any authorization from the UN Security Council.
He argued that these actions demonstrated a “complete disregard” for the principles enshrined in the UN Charter, accusing the U.S. of acting unilaterally to serve Israel’s strategic objectives in the Middle East. According to Nebenzya, the U.S. willingness to risk global security for its ally’s interests threatens to destabilize not only the region but the entire international order.
Nebenzya emphasized that Moscow had “persistently offered mediation services” to bridge the divide between Iran and the international community, advocating for “peaceful and mutually acceptable solutions” to disputes over Iran’s nuclear program. He highlighted Russia’s efforts to revive the Joint Comprehensive Plan of Action (JCPOA), the 2015 nuclear deal abandoned by the U.S. in 2018, as evidence of its commitment to dialogue.
