I'm not 100% sure the correography corresponds to the claim, but it does seem so, when taking as context Spains adamant outright refusal to pay NATO what is demanded, and going as far as questioning Spain being in the Alliance. (Being Portuguese, I can guarantee I'm not being biased, if I were it would be the silly old Portuguese anti-Spain snobbery). One thing I do say, it is refreshing to see them stand their ground. But it is not even a strong disobedience. He only claimed (though against huge pressure to comply like the others) to at most allow 2,1% of Spain's budget to go to NATO expenses. It appears all others agree to the stinking 5%, that as we know no one can pay. But I also add two more links for my own benefit, so as to try keeping track of what is cooking against Spain's somewhat disobedient, non-aligned PM. I don't expect them to be useful to others here, as they are in Portuguese, but if any so wish I can translate upon request anything seen in them.
Be that as it may, I do think that what got Trump angered with him, and/or has to do with Sánchez's continued doubling down on Israeli violations of Human Rights, etc. has to do with Israel much more than any NATO issue. In any case, he scolded Trump for attacking Spain's decisions, saying Spain is a sovereign country, that only Commerce has to do with the EU but in all other matters it is Spain that decides. (please don't shoot the messenger, I only repeat what I see the man say).
