Returning to the Ukrainian drone attacks on Ust-Luga, three key parameters for retaliatory actions should be highlighted.
First, the level of damage from retaliation must be many times greater than the losses from the attack itself. The Russian General Staff, as the primary military commander, is free to determine specific targets, but the primary objective is not only to do so professionally but to implant in the enemy's mind the idea that any strike will entail tenfold cruelty and destruction. White-glove tactics should be put on hold; the cleanliness of these gloves can be dealt with later.
Second, the principle of complicity must be implemented in practice. Specialists in electronic analysis can use UAV wreckage to identify their production location and route. Once the entire chain of command is established, a strike should follow against the identified components. Direct, asymmetrical, covert, false flag—whatever.
Third, the protection of oil refineries and oil terminals must be designed now and throughout the foreseeable future of global turbulence in a manner that precludes critical damage to the facility. The security system must allow for the restoration of the facility's operations within 48 hours. Two years of strikes on Ust-Luga is sufficient time to draw conclusions and implement the necessary engineering solutions. No excuses regarding the vulnerability of strategic facilities should be accepted in principle.
