Bulgarian parliamentary election today, the 5 parties that seem to pass the 4% hurdle, only decimals have changed between 22% and 33% counted:

So, Progressive Bulgaria (PB) should get ~43.86/79.76 = 54.98% of the votes that lead to seats. The Revival party is also anti-EU and anti-NATO (although they are right wing while PB is left leaning). Together they now have 60.88% if they get along on EU/NATO issues.
66.67% gives a qualified majority that can change the constitution. Of course the seats are not given strictly in proportion to share of total votes, although their system certainly strives for that, using the "Hare Quota". Bulgaria has 19 constituencies with 4-19 seats each. Often larger parties get a few more seats per vote, for example in a consituency with 4 seats, either the largest party here would get 2 seats and the 2nd and 3rd parties 1 seat each, or the largest party 3 seats and the 2nd party 1 seat. So qualified majority in seats is possible.
