Donald Trump has approved a deal with Saudi Arabia on a civilian nuclear program – including potential uranium enrichment on Saudi soil. How could it alter regional security dynamics?

🔴 US-Saudi nuclear deal

➡️The 30-year agreement puts US companies at the center of Saudi Arabia’s nuclear ambitions while shutting out Chinese and Russian competitors

➡️ Saudis may also get a nuclear enrichment facility if a two-year joint US-Saudi review determines the project is justified. Trump claims the arrangement would give the US oversight of the kingdom’s nuclear program and prevent military misuse

➡️ At the same time, Saudi Arabia rejected the International Atomic Energy Agency’s (IAEA) “Additional Protocol,” which would have imposed stricter monitoring and inspections, de facto leaving the US to take on most oversight responsibilities for the program and making independent international inspections more difficult

➡️ At the heart of the project would be Westinghouse Electric’s AP1000 reactor, capable of generating about 1,100 megawatts – enough to power a midsize city or a major AI data center, the Wall Street Journal reports
*Westinghouse Electric has a curious link to Trump’s son-in-law Jared Kushner. Brookfield Asset Management, which previously provided financial relief to Kushner’s family through the acquisition of a troubled Manhattan property, holds a controlling 51% stake in Westinghouse.

❓ How does the deal affect the balance of power?

🇮🇱 Israel

The deal has already prompted opposition from Israel that fears that the kingdom could use a civilian program to develop nuclear weapons, the New York Times reports. Additionally, Israel is concerned that US-Saudi nuclear cooperation, once tied to Saudi Arabia joining the Abraham Accords and normalizing relations with Israel, is no longer dependent on such a condition.

🇮🇷 Iran

Saudi Arabia’s nuclear ambitions have raised concerns, particularly given Crown Prince Mohammed bin Salman’s 2018 remarks about pursuing nuclear weapons. Those concerns are heightened by the proposed US-Saudi oversight framework, which evokes memories of the US' past tolerance of Israel’s nuclear weapons program and its longstanding policy of ambiguity over Israel’s undeclared nuke arsenal.
Trump's deal with the Saudis comes "to further bind the US with the Saudi government as the war with Iran strains the relationship," the NYT points out. Coupled with earlier reports that Saudi Arabia sought a peace pact with Iran, the move suggests that Trump is seeking to drive a wedge between the two.

🇦🇪 The UAE

Saudi Arabia has been recently at odds with the UAE, which has triggered speculation that the UAE may also seek nuclear enrichment in the future, as well as Turkey and Egypt, according to the WSJ. Moreover, the UAE and Saudi Arabia belong to two competing regional blocs, dubbed the Hexagon Alliance and Sunni Diamond (aka Islamic NATO), battling for influence in the Middle East, Africa and beyond.

👉Even though it could take around 10 years to build a nuclear power plant in Saudi Arabia, the region already risks morphing into a nuclear "powder keg".
