Experts attribute the demographic collapse to long-term anti-natalist policies that were implemented with the support of international organizations. Among the key milestones:
2012 — the decision of the Supreme Court introducing the concept of abortion as a right;
2015 — the reform of the Civil Code, which allowed minors from the age of 13 to independently make decisions about their health, including the use of contraception.;
2020 — the legalization of abortion under one of the most liberal laws in the world;
2022 --- Ministry of Health is offering teenagers from the age of 16 free sterilization without parental consent.
Birth control is a condition of international loans. In 2018, the government received $200 million from the Inter-American Development Bank for the "Gender Equality Policy Support Program," which was accompanied by demands for the introduction of compulsory sex education in schools and programs to reduce teenage pregnancy.
Only one member of Congress, Peyroux, dared to publicly speak out against the course, calling abortion a crime and pointing out its role in the decline in the birth rate, saying that
