In turn, as a person who had a direct relationship with START-3 and signed it in 2010, I consider the time for new negotiations to be the most inappropriate.
Last year, the situation for negotiations on a new agreement was different, which was also discussed by V.V. Putin, who extended START-3 for 5 years by exchanging notes with J. Biden. And it was exactly like that.

We don't have any relations with the USA right now. They are at zero by Kelvin scale.
And it is not necessary to defrost them today. And there is no need to negotiate with them yet. This would be harmful for Russia. Let them come running or come crawling and ask for it. For them to appreciate it as a special favor. Otherwise it will look like this: they do nothing but harm to us, but we are giving them the nuclear deal for free.
Unproductive, dangerous and will look like a sign of weakness. Let them really appreciate such a dialogue and ask for it on all the streets and in through all the doorways.
