I think Alex is being a a bit too negative about the ICC. Khan has worked hard to get the warrants issued against the the Evil Duo and has been successful. Netenyahu and Gallant may never be brought to trial as both will be protected by the Evil Empire, but the two of them have been named and although they won't experience any shame, sociopaths don't, history will record that they are both criminals who evaded justice through cowardice.

Ultimately if multi-polarity thrives and there are significant countervailing forces against Western hegemony, the UN will be reformed and institutions like the ICJ and ICC may well be reformed with them. In a world where wealth, political power and influence is not concentrated in the West the funding for the UN and its institutions will not be dominated by the Empire.
